Dr. M. Khairul Hossain
Chairman

Dr. M. Khairul Hossain joined the Bangladesh Securities and Exchange Commission as its Chairman on 15 May, 2011. After completion of his first three years tenure, the Government appointed him as the Chairman of the Commission for second tenure further for four years, as per Bangladesh Securities and Exchange Commission (Amendment) Act, 2012, and presently he is working as the Chairman.

Dr. M. Khairul Hossain is a professor of the Department of Finance at Dhaka University. Prior to joining the Bangladesh Securities and Exchange Commission, he was the Chairman of board of directors of state owned investment organization Investment Corporation of Bangladesh (ICB) since September 2009 to May 2011. He was born in an aristocratic family at Gawdia Gram under Louhojong union in Munshigonj district. He earned PhD degree from Plekhanov Russian University of Economics in 1983. Previously he obtained MS degree in Economics from the same university. Besides, he did Post Doctoral Fellowship from Prairie View A and M University at Texas, USA on Regulatory Framework of Stock Markets under Senior Fulbright Scholarship Program. Dr. Hossain was the Pro-Vice Chancellor of National University, Chairman of the Department of Finance at Dhaka University, provost of Hajji Muhammad Muhsin Hall. He is a life member of Bangladesh Economic Association and Statistical Association and an hon’ble member of Bangladesh Finance Association. He also worked as a syndicate member of National University and member of various universities’ selection board and councilor of the board of directors of Dhaka Stock Exchange. He taught in different private universities as a professor on part time basis along with teaching in Dhaka University.

He has been working relentlessly to establish the capital market on a strong foundation of transparency, stability and discipline. Many important reforms have been implemented with his leadership utilizing the merits, skills and expertise of all the Commissioners and officers of the Commission. Securities and Exchange Ordinance, 1969 and Securities and Exchange Commission Act, 1993 have been amended in order to empowering and promoting the Commission to international standard, 10 year master plan has been framed to protect interest of investor and develop the capital market, book building method and private placement rules have been amended, new index has been introduced in stock exchanges incorporating methodical and structural changes through instructing appointment of international adviser for this purpose, international standard surveillance system has been installed to strengthen monitoring and supervision the capital market, Bangladesh Securities and Exchange Commission (Mutual Fund) Rules, 2001 has been amended, the Corporate Governance Guideline has been modernized in order to ensure institutional governance in listed companies and Corporate Finance Department has been established in stock exchanges, which are among the mentionable reforms.

With his initiative, BSEC’s own building is being constructed rapidly, whose foundation stone was laid by Hon’ble Prime Minister Sheikh Hasina.

Demutualization of stock exchanges had taken place with his leadership in order to develop and regulate the capital market, establish effective institutional good governance in stock exchanges and protect the interest of investors in securities. International Organization of Securities Commissions (IOSCO) elevated the Bangladesh Securities and Exchange Commission to ‘A’ category like developed countries including USA, for undertaking above mentioned reform activities towards growth of the capital market.

Dr. Hossain has conducted many research activities on socio-economic problem of the country and written many articles. His more than 60 articles and research papers have been published in the national and international journal on socio-economic situation, education, health, industry, finance, banking and capital market. He earned reputation nationally and internationally through working in many private and public organization and World Bank, Asian Development Bank, CIDA, SIDA, NORAD, UNICEF, ESCAP, WFP, ILO, SEDF and IFC as a consultant.

Dr. M. Khairul Hossain visited many countries including Australia, Austria, Belgium, Brazil, China, France, Switzerland, Luxembourg, Germany, India, Italy, Nederland, Poland, Russia, Spain, UK, USA for study purpose and gathering knowledge about technique of capital market development, participate in conference and seminar, work and sometimes to take part as invited guest in conference and seminar.


Professor Md. Helal Uddin Nizami
Commissioner

Professor Md. Helal Uddin Nizami joined the Bangladesh Securities and Exchange Commission as a Member on 4 May, 2011. After completion of his first three years tenure, the Government appointed him as a Commissioner of the Commission for second tenure further for four years, as per Bangladesh Securities and Exchange Commission (Amendment) Act, 2012 and presently he is working as a Commissioner.

He was working as a professor of Accounting and Information Systems Department at Chittagong University before joining the Commission. He was born in an aristocratic Muslim family at Wahedpur village under Mirsorai union in Chittagong district. He is married and father of a daughter in his personal life. His wife Lutfun Nahar Begum is the chairman and professor of Sociology Department of Chittagong University. Professor Md. Helal Uddin Nizami passed the SSC examination from Commerce group in 1980 with first division. He stood 9th in merit list from Commerce group at the HSC examination under Comilla Board in 1982.

He passed B. Com (Hons) in Accounting with 1st class 7th position in session 1983-1985 (held in 1987) from Chittagong University. He passed M. Com in Finance in session 1986 (held in 1989-1990) with 1st class 1st position from Chittagong University. Mr. Helal Uddin Nizami obtained M. Fill degree in Banking from the same department in 1995 (Thesis on Productivity of Nationalized Commercial Bank in Bangladesh). He acquired MBA degree in International Business discipline from Asian Institute of Technology (AIT) at Bangkok in 2000 under Scholarship of the Government of Germany (DAADC Scholarship). He accomplished there thesis on Financial Sector Reforms in Bangladesh. He participated in and obtained training on International Financial Reporting Standard (IFRS) about Trainers Training Program (2 months period) under supervision of Commerce Ministry (With financial assistance of World Bank) at the Institute of Chartered Accountants in England and Wales (ICAEW) in 2008.

Before joining the Chittagong University, he started his carrier as a faculty member of Bangladesh Institute of Bank Management (BIBM) in 1991. Later he joined the Accounting Department of Chittagong University as a lecturer in 1992. He got promotion to the position of Professor in May 2009. He represented in various policy making and executive boards of the university in his long 19 years teaching life. He discharged duties as a syndicate member of Chittagong University. He has been working as a syndicate member of Chittagong University since 2001. Professor Md. Helal Uddin Nizami is also working as a syndicate member of Premier University run by Chittagong City Corporation nominated by University Grants Commission. Besides, he has been working as a Council Member (Councilor) of the Institute of Chartered Secretaries of Bangladesh (ICSB) since June 2011. He was the General Secretary of Teachers Association of Chittagong University in 2003. He worked as a coordinator of Progressive Teachers Association of Chittagong University up to middle of 2006-2009.

He was involving in progressive, social and cultural activities of Professional Coordination Council of Chittagong as its General Secretary since 2006 before joining the Commission as a member. He was the president of Forum for Secular Bangladesh’ of greater Chittagong district for a long time.

He was involved in Ph.D research on “Impact of Management Styles on the Organizational Effectiveness of the Corporate Sector in Bangladesh” at Accounting and Information System Department of Chittagong University before joining the Commission. Professor  Helal Nizami was a part time lecturer of Independent University, Bangladesh (Chittagong campus) including some other universities. He worked as part time faculty at the Institute of Cost and Management Accountants of Bangladesh (ICMAB) in Chittagong region. His research articles have been published in various international journals besides different national university and research institution journals. Among these, TATA Mchraw-Hill (India), III (USA), IEEE (USA), Euro Asian Management (JEAM-AIT, Bankok and France) and ENBS (UK) are mentionable. Professor Nizami participated in many international seminar and workshop related to capital market organized by different foreign universities and IOSCO (International Organization of Securities Commissions) in India, UK, Australia, Hong Kong, Taiwan, USA, Canada, Spain, Luxembourg, Japan. 


Mr. Md. Amzad Hossain
Commissioner

Mr. Md. Amzad Hossain joined the Bangladesh Securities and Exchange Commission as a Member on 30 May 2011. After completion of his first three years tenure, the Government appointed him as a Commissioner of the Commission for second tenure further for four years, as per Bangladesh Securities and Exchange Commission (Amendment) Act, 2012 and presently he is working as a Commissioner.

Prior to joining the Commission, Mr. Md. Amzad Hossain was an Executive Director of Bangladesh Bank. He retired from Bangladesh Bank on 30 April 2011. He was born in an aristocratic Muslim family on 1 May 1953, in Kushtia district. He completed his bachelor degree (Hons) and Masters Degree in Management from Rajshahi University and stood 1st class 2nd position.

Mr. Amzad started his career as a trainee officer at Janata Bank in 1979. Then he joined Bangladesh Bank as a class-1 officer in 1981. Mr. Amzad worked in different departments of Bangladesh Bank with good reputation and skills for more than three decades of career. He discharged duties in Forex Reserve and Treasury Management Department, Foreign Exchange Policy Department, Foreign Exchange Investment Department, Accounts and Budgeting Department and Bangladesh Bank Training Academy etc. He worked as the head of Barisal branch office and Sylhet branch office of Bangladesh Bank. Prior to his retirement from the central bank he worked as an Executive Director of Inspection Department, Anti Money Laundering Department and Vigilance Department. He was an observer of the board of directors of Al Arafa Islami Bank and First Security Islami Bank while he was a general manager of Bangladesh Bank. His contribution in banking sector is praise worthy. His role as a Commissioner in Bangladesh Securities and Exchange Commission is contributing at making important decisions in the Commission and mobilizing its activities, and significantly contributing towards development of the capital market. He visited different countries including France, Spain, Australia, USA, Switzerland, Norway, England, Malaysia, India, Sri Lanka, Myanmar, Iran and some other countries to join various international seminar and conference.

       


Dr. Swapan Kumar Bala
Commissioner

Dr. Swapan Kumar Bala, FCMA has joined the Bangladesh Securities and Exchange Commission (BSEC) on April 19, 2016 as a Commissioner. He is in charge of four Departments: Capital Issue, Corporate Finance, Supervision & Regulation of Markets and Issuer Companies (SRMIC), and Surveillance.

He began his teaching career at Dhaka University as a Lecturer of Accounting in 1991 and became Professor in 2011. Then he served Dhaka Stock Exchange Ltd. (DSE) for a three-year term (15 April 2013-12 April 2016) as the CEO/Managing Director. Under his management leadership, DSE has been demutualized in November 2013.

He obtained merit positions throughout his academic career from Secondary to Masters levels. He completed his B.Com. with Honours (1986) and M.Com. (1987) in Accounting from the Department of Accounting & Information Systems, University of Dhaka. He obtained ‘Certificate of Achievement on BIDS Advanced Course on Economics and Quantitative Techniques’, a Master of Philosophy (M.Phil.) equivalent program from the Bangladesh Institute of Development Studies (BIDS) in 1992. He became an IFRS professional on completion of the Certificate in International Financial Reporting Standards (CIFRS) programin 2008 from ICAEW, UK. He did his Ph.D. on Value Added Taxation from Dhaka University in 2010.

Dr. Bala is a Fellow member of the Institute of Cost and Management Accountants of Bangladesh (ICMAB). He has been serving the ICMAB as an elected Councilor for the term of 2014-2016 and as the Treasurer in 2015 and 2016. He is the present Chairman, SAFA (South Asian Federation of Accountants) Committee on NPOs (Non-Profit Organizations) and Cooperative Sector. He was the Chairman, Journal Committee, ICMAB and Editor of The Cost and Management, the journal of the ICMAB (March 2012 to February 2013). He was also the Chairman of Dhaka Branch Council of ICMAB (2008).

Dr. Bala is a Professional Member (Certified Management Accountant) of the Institute of Management Accountants (IMA), USA, an Associate Member of Virtual Institute, UNCTAD (United Nations Conference on Trade and Development) and a life member of the Asiatic Society of Bangladesh. He has extensive Training of Trainers experience including “CAPA-ADB Train the Trainers Workshop on Accounting Education” held on September 4-6, 2002 at ICMAB, Dhaka and organized by the Confederation of Asian and Pacific Accountants (CAPA) and Asian Development Bank (ADB); “Train the Trainer Course on International Financial Reporting Standards (IFRS)/International Accounting Standards (IAS) and International Standards on Auditing (ISA)” conducted by the Institute of Chartered Accountants of England and Wales (ICAEW) held from July 14 to September 4, 2008 at University of Greenwich, London, UK; “South Asia Regional Corporate Governance Board Leadership Training of Trainers (ToT) Program” for the Banking Sector (at Dhaka in June 2011) and “Advanced Corporate Governance Board Leadership Training of Trainers Program” (at Dhaka in February 2012) organized by Global Corporate Governance Forum (GCGF) of International Finance Corporation (IFC); and “Leadership and International Finance” program conducted by Indian Institute of Management, Calcutta (IIMC) at Kuala Lumpur, Malaysia on January 28-30, 2014.

Dr. Bala also rendered professional services to Bangladesh Bank (BB) as a Member of the Internal Audit Manual Review Committee (March-July 2011), National Board of Revenue (NBR) as a Member of the Expert Panel, constituted with a view to updating the Income Tax Laws and Rules through preparation of the Draft Direct Tax Act 2012 (July 2010 to September 2011), ICB Securities Trading Company Ltd. (ISTCL) as a Director, Board of Directors (September 2012 to April 2013); Dhaka Stock Exchange (DSE) as a Member of the Expert Panel constituted for evaluation of IPO, RPO, Right Offer, Direct Listing and other listing related matters (April 2012 to March 2013) and Bangladesh Institute of Capital Market (BICM) as a Member of the Professional Panel, constituted for the purpose of developing an IFRS-based accounting software for the listed companies in Bangladesh (March 2011 to April 2013). জনাব খোন্দকার কামালউজ্জামান ১২ অক্টোবর ২০১৭ইং তারিখ বাংলাদেশ সিকিউরিটিজ অ্যান্ড এক্সচেঞ্জ কমিশনের কমিশনার হিসাবে যোগদান করেন। তিনি ১৯৫৬ সালে নড়াইল জেলার লোহাগড়া থানার ইতনা গ্রামে এক সম্ভ্রান্ত মুসলিম পরিবারে জন্মগ্রহন করেন। তিনি ঢাকা বিশ্ববিদ্যালয় হতে ১৯৭৯ সালে আইন বিষয়ে ¯স্নাতক (সম্মান) ও ১৯৮০ সালে স্নাতকোত্তর (এল. এল. এম) সম্পন্ন করেন। অতঃপর ১৯৮১ সালে বাংলাদেশ বার কাউন্সিলের সদস্য পদ লাভ করেন এবং আইন ব্যবসা শুরু করেন।

জনাব খোন্দকার কামালউজ্জামান ১৯৮৩ সালের ১৭ জুলাই তারিখে বাংলাদেশ সিভিল সার্ভিস (জুডিশিয়াল) ক্যাডারে মুন্সেফ হিসাবে যোগদান করেন। অতঃপর তিনি পদোন্নতি ক্রমে সিনিয়র সহকারী জজ, যুগ্ম জেলা ও দায়রা জজ, অতিরিক্ত জেলা ও দায়রা জজ হিসাবে কর্মরত অবস্থায় ২০০২ সালে আইন, বিচার ও সংসদ বিষয়ক মন্ত্রণালয়ে উপ-সলিসিটর/উপ-সচিব হিসাবে দায়িত্ব পালন কালে জেলা জজ হিসাবে পদোন্নতি লাভ করেন এবং ঢাকায় জননিরাপত্তা বিঘ্নকারী অপরাধ দমন ট্রাইব্যুনালে যোগদান করেন। তৎপর যথাক্রমে বিভাগীয় স্পেশাল জজ, স্পেশাল জজ এবং জেলা ও দায়রা জজ হিসাবে গোপালগঞ্জ, নওগাঁ, সিলেট জেলায় কর্মরত ছিলেন। জুডিশিয়াল সার্ভিস হতে অবসর গ্রহণের পর তিনি বাংলাদেশ সুপ্রীম কোর্ট হাইকোর্ট বিভাগে আইন পেশায় নিযুক্ত হওয়ার জন্য বাংলাদেশ বার কাউন্সিল এর সনদ প্রাপ্ত হন। ইতোমধ্যে তিনি বঙ্গবন্ধু শেখ মুজিবুর রহমান বিজ্ঞান ও প্রযুক্তি বিশ্ববিদ্যালয়ের আইন বিভাগে সিনিয়র শিক্ষক হিসাবে অধ্যাপনা শুরু করেন। তৎধারাবহিকতায় তিনি ১২ অক্টোবর ২০১৭ইং তারিখ বাংলাদেশ সিকিউরিটিজ অ্যান্ড এক্সচেঞ্জ কমিশনের কমিশনার হিসাবে যোগদান করেন

চাকুরীকালে তিনি বিচার প্রশাসন ও বুনিয়াদি প্রশিক্ষণসহ অনেক প্রশিক্ষণ গ্রহণ করেছেন। এছাড়াও তিনি দেশে ও দেশের বাহিরে বিভিন্ন জাতীয় ও আন্তর্জাতিক সেমিনার ও কনফারেন্সে অংশগ্রহণ করেন।
